    2008 Asphalt Paving Conference Just Around the Corner!

    The 2008 Asphalt Paving Conference will be held at the Best Western Sterling Inn on February 26 & 27 in Sterling Heights, Michigan. The theme of this year's conference is "Hot Mix Asphalt - Paving the Way". We are excited about bringing the conference to the Metro Detroit area.     The exhibit show will be open on Tuesday, February 26th in the afternoon starting at 2:00 pm. Plus we will have two educational sessions during the afternoon featuring "Best Practices for Designing and Controlling HMA Mixtures" and "Hot Topics in Warm Mix Asphalt".

    Our popular Reception from 5 to 7 pm will give you an opportunity to visit with Exhibitors while enjoying great hors d'oeuvres and beverages. We are looking forward to seeing everyone on Tuesday.

    On Wednesday February 27th, the conference continues with the General session at 9am featuring a keynote address by Denis Stoddard. Denis will be speaking on "The Speed of Trust, The One Thing That Changes Everything". This book by Stephen M. R. Covey gets to the core of ethical behavior and how trusted organizations can do things better, faster, and at lower cost. A full day of educational sessions and exhibits continue through 2:00 pm.     MDOT News

    MDOT Issues Instructional Memorandum

    MDOT has issued the following Bureau of Highway Instructional Memorandum, (Click on the link to view):
    2008-01, Information Sharing About Construction Contractors and Consultants

    MDOT staff is not always aware of changes within companies, especially changes pertaining to key personnel or major equipment. Often such changes could affect a company's prequalification status and their ability to do work for MDOT.

    MDOT has established a fraud and abuse hot line, which has been set up for concerned parties to report apparent problems, or issues with any project.

    MDOT Issues new Claim Review Process

    MDOT has issued a new special provision titled "Claim Review Process." This Special Provision makes modifications to subsections 104.09, 108.10 and 109.09 of the 2003 Standard Specifications for Construction to provide new language describing the claim review process.

    MDOT has also issued Bureau of Highway Instructional Memorandum 2008-02, Review of Contractor Claims which provides the process for submittal and review of a contractors claim.

    As stated in the last page of the IM:
    "The new procedures shall become effective March 1, 2008 and shall be applicable to a claim filed with the delivery engineer for projects on which no claimed work has been started prior to March 1, 2008, or the contractor's notice of intent has not been filed prior to March 1, 2008."

    The revised procedures no longer require a project level / TSC hearing.
    The procedure also includes the establishment of a statewide claims tracking database.


    MDOT To Continue External Angle Calibration

    Recently, MDOT announced that they will continue to calibrate the department's gyratory compactors based on the external angle measurement. MDOT had been considering a switch to the internal angle method. However, because internal angle calibration methods have not been formally finalized by AASHTO or ASTM, the Department has chosen to continue with the external angle method for 2008.


    Mix Design Approval Process Changes

    The Association was notified of changes in the MDOT mix design approval process via a letter which was distributed to Contractor Members on 12/21/07.

    The changes cover the submission of "general mix designs" and guidance on the use of previously approved mix designs.

    ProVal Workshop coming in March

    A ProVal workshop is scheduled for Thursday afternoon and Friday morning, March 20 & 21, 2008. The workshop will be held at the MITA conference room in Okemos. ProVal is a pavement profile viewing and analysis software program. MDOT plans to use this software to analyze ride quality data in the future.
