Steve Palmer Appointed MDOT Pavement Operations Engineer
Brenda O'Brien, MDOT's Engineer of Construction and Technology announced last week the appointment of Mr. Steve Palmer to the position of Pavement Operations Engineer for the Construction & Technology Division in the Bureau of Highway Delivery. Steve will have responsibility for the Pavement Management Section, the Hot Mix Asphalt Operations Section, the Materials Section (including concrete paving), and the Capital Preventative Maintenance Program.
Steve has over 17 years experience in public works, most recently as the Associate Region Engineer of Delivery in the Bay Region. Steve brings a wide variety of pavement experience and leadership ability to the position. Since July 2, 2007, Steve has been serving on a special assignment with responsibility for oversight and management of MDOT's HMA Program.
He officially began his new position on June 2, 2008.

Kevin Gannon Elected New Secretary / Treasurer
On May 15th at the last Board of Director's meeting, Kevin Gannon of Payne & Dolan, Inc. was unanimously elected to serve as Secretary / Treasurer in the position that was vacated by Don Rosenbarger. Kevin is responsible for all of Payne & Dolan's operations in Michigan. The terms of office for the APAM officers run until the end of this year. Congratulations Kevin!
APAM BBQ Rescheduled
We originally scheduled the APAM Annual BBQ for July 15th, 2008 but due to the Scholarship Golf Outing we have decided to reschedule the date of the BBQ to Tuesday, September 9, 2008 at the APAM Office, time to be announced. We will keep you posted when details are available.

The Smooth Road
Over the last month, Chuck Mills, APAM's Director of Engineering, has been meeting with various counties as well as visiting with regional managers to find out what issues the APAM members are facing in the marketplace.
An introductory meeting was held with Wayne County to discuss development of a HMA reconstruction section. Currently, Wayne County does not have a typical section for reconstruction of roads with HMA. The meeting went very well and Chuck is following up with some information for the county to consider. Hopefully, this will be the beginning of a partnership with Wayne County. Chuck also met with Kalkaska County to discuss using HMA Ultra-Thin in place of a microsurfacing on 14 miles of roads. The roads were used as a detour route for an MDOT project, and the county has received funding for improvements for this year.
Chuck also continues to work with the Michigan Local Technical Assistance Program (LTAP) to put together regional seminars for this fall that will be the first step in education of local and consultant engineers.

APAM / MDOT to Focus on Longitudinal Joints
A critical element in the durability and longevity of an asphalt pavement is proper longitudinal joint construction. The Association is working with MDOT to raise awareness and improve joint performance. Members are urged to take advantage of the following resources that provide guidance on proper joint construction techniques.
Longitudinal Joints: Problems and Solutions (QIP- 121) This publication identifies a variety of techniques that have been successfully used to construct good longitudinal joints. Future needs are also discussed. The publication is 12 pages long.

In Memoriam of Ed Klett
We are saddened to announce that Ed Klett, the original President and Chairman of the Board of Klett Construction Company; Hartford, Michigan passed away on May 27th. Ed was 91 years of age. Mr. Klett was an active member of the Michigan Asphalt Paving Association for many years.
The funeral will be held at Calvin Funeral Home; 8 E. Main St., Hartford Michigan 49057, Friday June 6th. 2008, at 11:00 am.
Ed's first wife, Nancy preceded him in death earlier this year, March 5th, 2008. Nancy was also an Officer of Klett Construction, serving as its Secretary Treasurer for approximately 35 yrs.
A celebration of life will be held following Ed's services for both Ed and Nancy. In lieu of flowers, it is requested that donations be sent to the Keeler Methodist Church, 84085 CR687, Hartford, MI 49057 in Memoriam of Ed or Nancy Klett.
The Association would like to extend our condolences to the Klett Family.

Napa's 2008 Midyear meeting will be held in Colorado Springs, CO. on July 28-30. Plenary sessions include "2008 Elections and Beyond", a look at highway funding and "Green is the Same Color as Money", which will address sustainability and recycling.
