News from the NAPA Annual Meeting

Increased RAP Usage Results in Energy Conservation & Reduction in Green House Gas Emissions. One very interesting technical session at the recent NAPA Annual Meeting was a presentation on the environmental benefits of using recycled asphalt pavement (RAP). According to research conducted by Granite Construction (and presented at TRB), the use of 20% RAP in HMA mixes results in a 15% reduction in green house gas emissions and a 15% conservation in fuel.

MDOT Issues Policy on Use of Material Transfer Devices

MDOT's Engineering Operations Committee has approved a policy which requires the use of a Material Transfer Device (MTD) on HMA paving projects as outlined below:

A MTD must be used on all mainline paving of rehabilitation and reconstruction projects on Interstate routes, limited access U.S. routes, and limited access M routes when there is more than 10,000 tons of HMA for an individual paving course. Base course mixes placed on a rubblized pavement or a shoulder paved separately will not require the use of a MTD.

A MTD must be used on all Capital Preventative Maintenance projects utilizing gap graded Superpave mix that meet the 10,000 ton requirement.

Click here for the complete EOC Policy / discussion on MTDs. Page 4, Item 3.

The HMA Technical Subcommittee will identify projects in the 2010 construction season to evaluate different types of MTDs for effectiveness.

The Traverse City TSC will continue to act as a pilot office for the use of MTD. See Item 2 on November 5, 2009 EOC minutes.

The Special Provision for HMA Material Transfer System has been posted on the MDOT website. Hot Mix Asphalt (HMA) Material Transfer System Use in all limited access trunkline rehabilitation and reconstruction projects with a single mixture quantity above 10,000 tons. Use in all CPM projects utilizing Gap Graded Superpave mixtures with a single mixture quantity above 10,000 tons.
