Thin HMA Overlays - Your Cost-Effective Solution
Thin HMA overlays, 1 ½" or less, are the cost effective solution for pavement preservation primarily because of their ability to:
· Provide improved ride quality,
· Reduce surface distresses,
· Maintain surface geometrics,
· Reduce noise levels,
· Reduce life cycle costs, and
· Provide long-lasting service.
Thin HMA overlays should be placed before the pavement deterioration has reached a critical stage where more extensive rehabilitation is required. This will maximize your performance and yield a more cost-effective solution for your pavement.
Thin HMA overlays can be expected to provide 10 years or more on existing asphalt surfaces.
In 2008, Chou1 and his colleagues found that in almost all cases, a thin asphalt overlay on an asphalt pavement was the most economical solution. He reported that thin overlays of concrete were not as cost effective, possibly due to increased deterioration of the underlying pavement.
Also, in 2008, the National Asphalt Pavement Association (NAPA) surveyed the state asphalt associations concerning the cost and effectiveness of various pavement preservation treatments. Thin HMA overlays had a longer expected life than the other treatments although the cost was higher. However, when that was divided over the expected life, the thin HMA overlay option was the most cost efficient as shown in the graph below.

Last Call for 2009 Asphalt Paving Award Nominations
The judging has begun for the 2009 APAM/MDOT Asphalt Paving Awards. The judges have viewed the projects in the Superior Region and a few in the North Region, so they are off to a good start. There is still time to get your projects in for the Bay, Grand, Metro, Southwest and University Regions. The deadline for the "All Other Regions" is Monday, October 19, 2009. Nomination forms are posted on our website at www.apa- mi.org. If you have any questions regarding the nomination process, contact Chuck Mills cmills@apa-mi.org or Beth Wilson bwilson@apa-mi.org at the APAM office. Make sure to reserve Thursday, December 10, 2009 and plan to attend the Awards Banquet at the Kellogg Hotel & Conference Center in East Lansing.
Superior Pavement Performance Commendation
The Superior Pavement Performance Commendation is annually presented to APAM contractors in recognition of quality asphalt pavement construction that has exhibited outstanding performance over an extended period of time. The recipients of this commendation will be acknowledged for a commitment to quality workmanship, as proven by superior pavement performance. For Eligibility requirements click here. Deadline for submittal is November 9, 2009.

The Smooth Road |

Chuck Mills, APAM's Director of Engineering, attended the International Conference on Perpetual Pavement (ICPP) in Columbus, OH during the week of September 28th. This was the second meeting of the ICPP, the first was held in 2006, which brought together about 100 participants from both government and the private sector. Topics discussed at the conference included; optimal design and construction approaches for perpetual pavements, comparison of lab findings with in field measurements, life cycle cost analysis, carbon footprint, and case studies of perpetual pavements. The perpetual pavement concept is a great way to create smooth roads that will last a lifetime.
Chuck and the APAM paving awards judges have begun the process of judging this year's nominated projects for the 2009 Asphalt Paving Awards. They are seeing many smooth roads throughout the state.

Civil Engineering Materials Faculty Position Available at Michigan Tech
The Department of Civil and Environmental Engineering at Michigan Technological University invites applications for a tenure-track faculty position in civil engineering materials. It is planned that the position will be filled at the rank of Assistant or Associate Professor beginning in August 2010.

2010 MICHIGAN BITUMINOUS QC/QA TECHNICIAN CERTIFICATION PROGRAM
The 4 day Michigan Bituminous QC/QA Technician Certification Program is a comprehensive testing process to verify the qualifications of individuals involved with quality control or quality assurance testing. It is mandatory that all persons involved in testing on Quality Control/Quality Assurance (QC/QA) OR Percent Within Limits (PWL) bituminous contracts with Federal Aid be qualified by this program.

Mix Design Certification Training Offered
The 2010 MDOT Certification Training for Superpave Asphalt Mix Designers will be held on March 15-18, 2009 in Lansing.
All asphalt mix designers who submit HMA mix designs to MDOT must be certified through this class.
